Cedric Hines' lay-up with 3.8 seconds left in regulation forced the extra time.
The Fighting Owls came out flat and trailed by as many as 13 in the first half, but rallied for a 42-35 deficit at the break. Then, Harford open the second frame on a 10-0 run in the first 2:47 to take their first lead of the game. The two teams traded blows down the stretch, with each team inching ahead and then giving up the lead.
With Cecil ahead 76-75, Hines missed a pair of free throws with 16 seconds left and Cecil got the rebound. The Seahawks made the first but missed the second, setting up Hines' game-tying lay-in.
